2024 Peel Agreement

The Port of Liverpool Sea Angling Federation - 01/10/2019
(Reviewed and agreed to continue as same on 09/09/2024 between Martin
Humphreys (Peel Ports and James Coleman (POLSAF)


• All anglers must be in possession of the correct colour ISPS pass. Anyone in
possession of an ISPS pass with an out of date colour will be refused entry / or
instructed to leave the dock estate.

• On arrival at the port all anglers must present to the guard their POLSAF Site Record
and show their current ISPS Pass. When leaving the dock estate all anglers must
again show their pass before notifying the guard they are leaving site and inform the
guard when the last angler has left.

• Fishing can only be undertaken at the POLSAF designated locations within the port.

• All fishing must be done from behind a wall or safety rail. ‘Open Wall’ fishing is
no longer permitted. Any angler found to be breaching this rule will be ejected from
the dock estate and may have their ISPS pass removed and revoked.

• Whilst fishing, anglers must wear appropriate Hi-Viz protection and suitable clothing,
including footwear.

• No vehicles, cycles or motor cycles are permitted on the Sandon Knuckle or the
approach road. All vehicles must be parked by the West Huskisson wind turbine.

• Minimum age for anglers is 12yrs. Anglers aged 12yrs to17yrs must always be
accompanied by an adult.

• All pass holders have a right of entry to the dock estate to travel directly to the fishing
area only and must not divert to any other area. Any person found to have diverted to
any other location on the port will be ejected and their ISPS pass revoked. (Correct routes
will be posted within this forum - please adhere to parking and right of way maps)


• Peel Ports / M.D.H.C will not be held liable for any loss, theft or damage caused to
any goods or valuables.

• Under no circumstances will Peel Ports / M.D.H.C or POLSAF be liable for any
claims, losses or damages whatsoever, whether direct, indirect, general, special,
compensatory, consequential and/or incidental, arising out of or relating to the
conduct of anglers in connection with fishing on the dock estate. This includes,
without limitation, bodily injury, emotional distress, and/or any other claims, losses or
damages resulting from fishing on the dock, except for death or personal injury
caused by their negligence, fraud or fraudulent misrepresentation, or any other
matter for which it would be illegal or unlawful for Peel Ports / M.D.H.C to exclude or
attempt to exclude liability.

• Persons fishing do so entirely at their own risk. Neither M.D.H.C or Peel Ports may
be held to account for any incident arising from members fishing.

• During the hours of darkness. There must always be a minimum of two anglers at
any time and within a reasonable distance of each other at the dedicated fishing
locations. If a single angler arrives at the gate then entry is refused, however if other
anglers are already fishing then entry can be allowed, and the angler is told to fish by
the other anglers. The Police Control room should be informed by the gatehouse
guard when anglers are on site. Control room staff can then inform the Police
Officers.
